Biodegradable Plastics Can Not Contain PE,PP,PS,PVC,EVA And PET

On February 9, the Office of the State Administration of Management, the General Office of the Ministry of Housing and Urban-Rural Development, and the General Office of the National 

Development and Reform Commission issued the " (issued by the State Administration Office [2021] 4 No.), the document was signed on January 28, 2021.

The notice has made 6 arrangements for the recent key tasks of domestic waste classification in public institutions. The 6-point arrangement includes: 1. Gradually standardize the classification and signs of domestic waste; 2. Vigorously promote green office; 3. Take the lead in stopping the use of non-degradable disposable plastic products; 4. Further stop food waste; 5. Continue to carry out voluntary service actions for household waste classification; 6. Solidly promote the construction of domestic waste classification demonstration sites.

The third requirement is that by the end of 2021, public institutions will completely stop using non-degradable single-use plastics in the List of Non-degradable Single-use Plastic Products in Public Institutions (First Batch). It clearly pointed out that the use of non-degradable disposable plastic lunch boxes, non-degradable disposable plastic tableware, non-degradable disposable plastic straws, disposable plastic water cups and drink cups, and ultra-thin plastic shopping bags with thickness less than 0.025mm should be stopped.

In order to eliminate the implementation confusion of public institutions, the document specifically stated in the form of a negative list that non-degradable materials refer to polyethylene (PE), polypropylene (PP), polystyrene (PS), polyvinyl chloride (PVC), ethylene -Non-biodegradable polymer materials such as vinyl acetate (EVA) and polyethylene terephthalate (PET).

This is the first time that relevant departments of the State Administration of Management, the Ministry of Housing and Urban-rural Development and the Development and Reform Commission have described biodegradable plastics. Biodegradable plastics cannot contain PE, PP, PS, PVC, EVA, and PET.
