China And Japan AEO Mutual Recognition Officially Implemented On June 1

    From June 1st, 2019, China and Japan officially implemented the AEO mutual recognition arrangement. The customs of both China and Japan will give AEO enterprise customs clearance convenience during the clearance of imported goods.

    The Japanese Customs recognized the China Customs' senior certification enterprise as China's AEO enterprise; China Customs recognized the Japanese Customs “certified operator” as Japan's AEO enterprise.

According to the Mutual Recognition Arrangement, the customs of China and Japan will provide maximum customs clearance convenience to AEO companies' goods from each other, including:

1.    AEO qualifications are fully considered when conducting risk assessments to reduce inspection and supervision;

2.    Quickly dispose of the goods that need to be inspected to the greatest extent;

3.    Designate a customer officer to communicate with AEO enterprise to solve problems encountered during the customs clearance;

4.    After the main infrastructure is recovered from the trade disruption, it is committed to providing a series of measures such as fast customs clearance for goods imported from the other AEO companies.

AEO is the abbreviation of Authorized Economic Operator, which is “certified operator” In accordance with internationally prevailing rules, the Customs shall conduct certification and recognition of enterprises with good credit status, law-abiding degree and safety management, and provides customs clearance privileges and convenience to those enterprises that have passed the certification. After the mutual recognition, the goods of AEO enterprises can get convenient treatment in mutually recognized countries and regions, which can effectively reduce the trade costs like ports handling, insurance, logistics fees, etc., and enhance international competitiveness.

    At present, the mutual recognition has been achieved with 40 countries/regions including Singapore, South Korea, Hong Kong SAR,28 EU member states, Switzerland and New Zealand, Israel, Australia, Japan, Belarus, Kazakhstan, Mongolia, Uruguay. Exports to above countries and regions accounted for about 45% of its gross export.
