Promote The Replacement Application Of Biodegradable Mulching Film, And Thoroughly Implement The Agricultural Film Recycling Action

According to the Ministry of Agriculture and Rural Affairs on June 18, recently, the Ministry of Agriculture and Rural Affairs Science and Technology Education Department organized a meeting to promote the prevention and control of agricultural film pollution, in-depth learning and understanding of the central leadership comrade's important instructions, research deployment and implementation of the work.  Members of the Supervision Department, Crop Industry Department, Ecological Station, the Working Group for Promoting Agricultural Film Recycling, and some experts of modern agricultural industrial technology system attended the meeting.   

The meeting stressed that agricultural film mulching technology has made an important historical contribution to ensuring China's food security and plays an irreplaceable role in promoting agricultural development.  With the increase of the amount and service life of agricultural film, the residual pollution of agricultural film is becoming more and more serious.  In recent years, the agricultural film recovery action has been steadily promoted, the regulations and policies continue to improve, the national agricultural film recovery rate has stabilized at more than 80%.  However, the situation of agricultural film pollution in some areas is still serious. It is necessary to further improve ideological understanding, strengthen the prevention and control of agricultural film pollution, and effectively promote the transformation and upgrading of agricultural green and the construction of rural ecological civilization.  

The meeting believed that the treatment of agricultural film pollution involves production, sales, use, recycling and other links, to further compaction responsibility, to form a joint force to promote the work.  Strengthen the implementation of laws and regulations such as the Law on the Prevention and Control of Soil Pollution and Measures for the Management of Agricultural Film, intensify efforts to crack down on counterfeiting of agricultural materials with plastic film, strengthen the control of the source of the use of plastic film, resolutely investigate and punish illegal production, sales and use of substandard plastic film, and strengthen governance according to law.  To "reduce, replace and recycle" as the main direction, carry out the suitability evaluation of plastic film reduction use, promote the replacement application of total biodegradable plastic film, thoroughly implement the agricultural film recovery action, effectively prevent and control the "white pollution" of farmland.
